How to get an insurance license in Pennsylvania

Last verified October 25, 2026

Pennsylvania’s Insurance Department Act no longer requires a prelicensing course for an insurance producer license.12 You pass a PSI exam, apply online and get fingerprinted at IdentoGO.3 To act for an insurer, you also need its appointment.4

As of October 2026, the combined Property and Casualty exam costs $55, and the resident application fee is also $55.56 You must apply within one year of passing.5

This page covers the resident individual license with the Property and Casualty lines. Nonresident, business entity, personal lines and other licenses aren’t covered.

The steps in order

The first five steps follow the order of the Pennsylvania Insurance Department (PID) licensing process page.3 The sixth comes from the Act.4

  1. Check your eligibility if you have a criminal record. PID offers an optional preliminary review for prospective agents with criminal records.3
  2. Pass the PSI exam. Book online at PSI’s Pennsylvania site or call 1-888-818-5822.3
  3. Apply on Sircon or NIPR. You can apply right after passing, at the test site’s kiosk or on your own computer.35
  4. Get fingerprinted at IdentoGO. Register with PID’s service code 1KGBGJ, but only after you have passed and applied.35
  5. Check your status, then print your license. Use PID’s Producer Application Status Lookup Tool; PID no longer mails licenses.3
  6. Get appointed by each insurer you will act for.4

Prelicensing education

The Act used to require 24 credit hours of approved preexamination courses before you applied for the exam.1 Act 142 of 2024 deleted that requirement.1 Section 604-A(a) now says you must pass the licensing exam for your lines before you apply for a license.2

Act 142 was approved on October 31, 2024, and says it takes effect in 180 days.1 In an April 16, 2026 news release, PID says it worked on Act 142 to remove prelicensing education requirements for first-time applicants.13

You can use study materials of your choice; neither PID nor PSI reviews or approves them.5

The exam

Under the Act, Property and Casualty are separate lines of authority.7 PID has contracted with PSI to run its exam program.5

You can take one exam per line, or the combined exam for both.5 The combined exam covers the content of both single-line exams, and you must pass it as a whole to be licensed in either line.5

  • Series: 16-06 Property and Casualty; 16-04 Property and Allied Lines; 16-05 Casualty and Allied Lines.5 PSI also lists Spanish and Chinese versions.14
  • Length: 16-06 has 150 items and a 170-minute limit.8 16-04 and 16-05 each have 100 items and 120 minutes.1516
  • Experimental questions: PSI may add 5 to 10 of them.5 They aren’t scored, and the time limit allows for them.5
  • Passing score: 70%.5
  • Fee: As of October 2026, $55 for 16-06 and $45 each for 16-04 and 16-05.59 Exam fees aren’t refundable or transferable.5
  • Where: At a PSI test center or online with a live remote proctor.14 Remote exams need a smartphone as a second camera, and breaks aren’t allowed.175
  • ID: Bring one valid, unexpired, government-issued ID with your photo and signature.35 The name must match your registration.35
  • Arrival: Arrive 30 minutes early.5 You forfeit the fee if you miss the appointment, arrive after the start time or lack proper ID.5
  • Changes: To keep your fee, PSI must get your cancellation 2 days before the exam date.5 Voicemail and email don’t count.5
  • Retakes: There’s no limit on attempts.5 You can’t book a new exam on the day you tested, but you can call the next day.5 As of October 2026, the 16-06 retake fee is $55.9

Fingerprints

Every applicant for a new resident producer license must be fingerprinted at an IdentoGO enrollment center.3 PID uses the prints to get national criminal history information from the FBI.310

Wait until you have passed and applied.35 PID won’t accept results received without a corresponding license application, and you would have to resubmit prints and repay the fee.3

Register on IdentoGO’s website or by phone at 844-321-2101, using PID’s service code 1KGBGJ.3 Take the registration number you receive to the center.3

You pay at the center after your prints are submitted, by credit card, debit card, certified check or money order.3 Cash and personal checks aren’t accepted.3 Neither PID’s page nor PSI’s booklet lists the amount, so confirm it when you register.35

The application

Apply online through Sircon or NIPR.3 As of October 2026, the initial fee for a resident individual producer license is $55.610

As of October 2026, PSI’s booklet says online service fees are charged when you apply electronically.5 It says they may vary and gives $12.50 as the approximate fee.5

To be licensed, you must be at least 18, pass the exam for your lines and pay the fees.18 You also can’t have committed an act the Act prohibits, and PID must find you fit, competent and reliable.18 A resident license is for applicants whose principal residence or business is in Pennsylvania.10

Your application must list your lines of authority and include your fingerprints, proof that you passed and the fees.10

Apply within one year of passing.5 Test results are valid for one year from the passing date, and PID rejects applications with older results.11

After you’re licensed

You can’t act for an insurer unless it appoints you, and the insurer files the notice of appointment with PID.4 A Pa. Code rule says the insurer must submit it electronically within 30 days of the appointment’s effective date.19

Your license runs two years, based on your birth month.6 As of October 2026, timely renewal costs $55, and adding a line of authority costs $25.6 Adding a line to an existing resident license doesn’t require new fingerprints.3

You need 24 hours of approved continuing education each two-year license period.1220 At least 3 must be on ethics, and licensees with a property and casualty line need at least 2 on flood insurance.12 If you’re newly licensed, meet both by the end of your first license period.12

Courses taken before your license is issued don’t count.5 PID says missing the minimum results in the voluntary termination of your license.20 Report name or address changes, and criminal charges or convictions, to PID within 30 days.5

Where the sources differ

  • Prelicensing education in the Pa. Code: § 39a.7(f) still says preexamination education credits are valid for one year.21 § 37a.12(d) still excuses licensed producers from “the pre-examination education requirement described under section 604-A(b)” before testing for another line.22 Act 142 deleted section 604-A(b), and § 37a.7(b) tells applicants to follow section 604-A for license prerequisites.1211
  • Prelicensing education at PID: PID’s eligibility text still mentions prelicensing education in passing, but its process page has no course step.3 PID’s April 2026 news release describes Act 142 as legislation to remove those requirements.13 PID issues the license, so follow its process page.183
